Correct. This is exactly what happened. After 9/11 patriotism was at an all time high, we wanted to destroy basically the entire ME, everyone was all ready to fight anyone. Bush saw it as a perfect opportunity to start the war with Iraq. He took advantage of the atmosphere that 9/11 created. Sadaam probably needed to be taken out, but let's not pretend that Iraq was for some noble cause.

I'm blaming the person in charge for not following through with the job. Similarly to when we didn't follow through with the job the first time we were in a war with Iraq. So yes, the job was not finished, people died for nothing if Al Qaeda takes control of Iraq.
