And they could do it in concert with other measures...a one-time amnesty to re-home capital. Offer corporations a 3% penalty on all funds transferred/deposited into US-based bank accounts, all kinds of things. Watch how fast the economy booms on that one.
If I thought the Little Rock School district was competent enough to create a viable education model online, I would fully support it (but do not tell my wife, she likes the break when the kids go to school). Unfortunately, they proved this past school year that they are not that competent.

We had all sorts of 'fun' with City/County schools. My wife, though well intentioned, wanted to home school, but I put the kabosh on it as she gets overwhelmed and we had 5 kids. We did research and then committed to charter schools... Though this before C-19.
