There big bucks around, you just need to get away from people in the mountains and hunt small parcels of land in city's. When I say big on the farm I hunt it's 120-140", deer don't really have that much chance to grow because people don't pass much around where I'm at. In the big city's my buddy killed 150"- 170" consistently. It's pretty wild, he also gets chased out by people that think he is spying on them and guns pulled on him in the bad areas haha. Not for me but he gets it done.
Good luck finding land that people will let you hunt. All I can say is be prepared to shoot the first legal buck you see cuz between other hunters, poachers, and cars changes are he won't make it to the next season.
Depends on what area you are located in, but around my house I've had good luck nocking on doors and gaining access to good farms to hunt.

You can post this question in every section on the site, your not gonna get the cut and dry answer you are looking for. Too many opinions/variables. There is good hunting in PA, it's scattered throughout the state.
I'm from PA. I will give you my "opinion". The three up areas will probably have some nice bucks simple because many get to age another year. Since I hunt with both a bow and rifle, and I am not a trophy hunter, I can say, it is sometimes difficult to see and count points. This means the buck often gets away. I use to hunt Greene County. The 3 up areas use to be 4 points on a side. When the 4 point rule was in effect, I saw lots of sub legal bucks, that got to grow another year. With that being said, it is still hard finding a decent place to hunt here. There are many hunters and not enough space. I lost a few of my best spots a few years ago. Most of my hunting is limited to public areas and private areas where the land owners let several others hunt. To answer your question, my OPINION of the best areas would be.... 1. Private, urban areas around Pittsburgh if you are lucky enough to find someone's back yard that will let you hunt. 2. The area around Armstrong, Clarion counties. 3. Washington and Greene counties. 4. Possibly Indiana and Westmoreland county. Those would be the areas, but getting permission of private ground would be the hardest part. There are good deer all across the state, try to find a farm or two that will let you hunt it. Public land isn't so bad, once you get past the beer can line you can find deer but in all seriousness the Bucks have been getting bigger, albeit slowly
