What is the deal with draw length?

I mean, Korean bows have really long draw lengths for example. Yet I really doubt that Koreans are prone to having long arms. So, how do you determine proper draw length on so called long draw bows compound, Korean, or otherwise?

 

Your draw length is not determined by the bow , the draw length is your draw length, measured most accurately by drawing a bow and measuring.

And furthermore , I weight allot more than 70# or is that per arm?
