I have not seen an ATV solid shank Cultivator other than the Kunz engineering one. The soil in the craig's list add above looks like black dirt/clay to me. To me it looks like it would be a pain in the neck to use. Mainly because of what you'd have to do to turn around in tight spots. I don't think it will do the job you are hoping for.
I used one pretty similar to that 2 weeks ago at a cpl of our plots. It really isn't worth a crap for starting out. It worked great for breaking things up after we plowed tho. It did a wonderful job of breaking up the clumps and leveling things out from plowing. Like I said tho, it wasn't worth a crap for ground that wasn't already worked
