    The shooting in Wisconsin was in 2004. The N.C. shooting was about 18 months ago.

    Charging people with "Hate" crimes is stupid and quite frankly unconstitutional regardless of the race or bias. Murder is murder. Assault assault. "Bias" should only be considered at sentencing.

    That being said, if the concept is going to be perpetuated; it needs to be a 2-way street.
