My first thought was Reagan just because it doesn't make sense for Clinton or the 2 Bush's to say it and definitely not Carter
It was probably said to the person who said it long before he said it and since then has been said by all that people who have said it since; not knowing who the person who first said it was. Got it? That being said... Ronald Regan sounds like a good guess but I have no idea, to be truthful.
