Bro, I know you are anti-CC, but that's simply not true. People who are going to do that crap are going to do it, whether or not they have a "legal" right to carry. I have had guns flashed at me while driving multiple times, living and working in super-strict gun controlled Cook County, IL. I promise most of them were illegally carrying (whether or not I agree with the premise of illegally carrying a gun just as a statutory rule.) That being said, that a*hole who brandished a gun in your road rage incident should be arrested, prosecuted, and his right to possess a firearm revoked. He abused his right. Therefore, it is forfeit. A Right is a Right, until it is Abused.
As a self-proclaimed Conserva-Tarian, I would be ecstatic if in public schools a Basic Firearms Safety and Education course were mandated. It would not only be a benefit to public safety but also increase knowledge of Constitutional law. I took a "Field and Stream Conservation" class in high school which incorporated an official state Indiana Hunter's Education course. There was a firearms safety course imbedded in that which was minimal but good for what it was.

Bruh, I've been packing a heater legally since I was 23, I turn 47 in a couple days. I'm anti Constitutional Carry. When any Tom, **** or Larry can carry without so much as a simple class explaining the law regarding CC or purchase a license proving they taken the class then yes I an anti. When the OSBI had to cut 28% of its employees that were dedicated to background checks for CC, I'm against it. Oklahoma is bonkers for guns, we are now a 2A Sanctuary state, meaning the fear mongers have won, if Joe Biden passes any gun legislation Oklahoma will simply refuse to enforce it. Genius. Even if it was common sense legislation like stricter background checks or mental health evaluations. But I digress. And not for nothing, my truck is practically a battle wagon. My home town still has the Sherriff Dept come in and talk gun safety at the Elementary School level. At least as of 3 years ago when my son went thru it they were still doing it. That being said it has evolved greatly since I was a kid, and you could "opt out" your child if you wish.
Bob, I love that NC has open carry. I don't want to conceal carry, which requires a permit and class. I just like the convenience of strapping my Judge on my belt when I'm walking my dog or fishing the sketchy public boat landings and that's the only public place where I'm armed. I'm safe with guns, I'm a capable shot, and I'm not a criminal. I fully understand I am obliged to avoid trouble while armed, that the gun on my hip isn't an equalizer for trouble I could avoid by walking or driving away. I'm not a vigilante, nor do I have a chip on my shoulder. I love living in a state that doesn't require me to take a class or get my name in a registry in order to protect myself. Yes, there are shootings in my region, but it's not guys like me recreating Tombstone by any stretch. Most of the shooters and victims dress in sagging pants and wide-brimmed caps. You and I both know the shootings I've described happen even in areas with a multitude of regulations for firearms. I just wanted you to see the other side of open carry with no permit required. Open carry isn't the bogeyman imo.
Constitutional carry is concealed carry here. Open carry is totally different. And I get it, most of us are responsible law abiding citizens. However... I do believe everyone should take a class in the legalities concerning any carry. When every doofus in this state can get strapped and not understand the law it is going to lead to good gun owners in general getting a black eye every time some ne'er do well let's loose with absurd behavior. Thats all. Plus being a big government guy... I like licensing for a multitude of reasons. Fees create jobs and make the wheel go round.

I've said it here before, this thread or another, firearm safety and handling should be a requirement in basic education. Doesn't matter if the parents are pro or anti gun, teach them the dangers of firearms and the proper way to handle them whether it is found in the grass or left out on a coffee table. As far as proper vetting goes for ownership, concealed carry or open carry, never going to happen, not even the SCOTUS could make that viable. Neither side of the political spectrum could agree on a suitable system. You'd have the exact same thing then as you are stating occurs now. Red states would be friendly and blue states would be restrictive, there is no way to make it a fair, balanced and trusted by all process. Apply in TX and approved same day, apply in NY and denied 7 months later because you were deemed to have a disregard for life because you shot a sparrow with a Red Ryder 27 years ago on the family farm.
