Tags in the US are this way, but getting a bighorn sheep tag in Alberta for example, is a lot easier.

Do you still have to draw a tag in Canada for bighorn and wild range Bison? Or is it just find a guide, fork out some cash, and go?

Edit* Nvm just saw the post above mine.

You can get an allocated tag by paying out the *** as a non resident. The most common way it to outfitter, Alberta have a quota of big horn tags for outfitters.
I am not sure about bison, I know there are entries from BC recognized. I would guess that tags for them in Canada are allocated the same way as other game animals.
Drawing a free range tag in the lower 48 is difficult. There are two units in Alaska with good draw odds but both have logistical issues for the hunt. The reason they are short subscribed.

My father lives in Alberta, and living in the states, I have hunted there once every three years on the Hunter Host program. This is limited to family members only. This program is the only way American residents can hunt Alberta without hiring a guide. We had a successful elk hunt in September. I will not be hunting Alberta again until 2018.

Americans not hiring a guide may only buy tags that are available OTC after successfully applying for the Hunter Host program. American cannot apply for any draw tags in Alberta. My dad has applied for the Big Horn Draw every year for the last 10 years without success. If he ever does draw I will tag along to experience the hunt but I will not be hunting my own tag.

If you want to hunt Canada, go to Saskatchewan. Legally, it is easier, and, it is more affordable for most tags. The process is simpler and more like buying an OTC non-resident tag in the states.
