Deer and most other animals can sense weather changes that we are totally unaware of, like barometric pressure, etc. They will be active just before the storm finding food. During the storm they will hunker down and move very little for protection; not only from the elements, but because they can't see or hear well. Immediately after the storm they'll need food again so they'll be very active for a day or two. After things settle down for a few days their normal patterns will continue. This is a generalization. There are always exceptions. There's always that one guy who says "Well in 1992 during Hurricane Andrew I was looking out the window of my beach house and I saw not one, but a doe her fawns walking down the beach during the storm so hurricanes make deer more active."
