Here in Northeast PA our archery season ends the second Saturday in November (Sometimes the First Saturday) and what I've taken notice of, besides the late October Cold Fronts, I don't usually spot any bigger bucks until November 7th or later...
The first week usually has all the young whippersnappers chasing does all over creation, but November 7th and on is when I catch the big guys on their feet cruising bedding areas in Daylight.... Every year.

First 2 weeks in November are usually the best times to be on stand as much as possible. However, This summer I went and looked through a lot of my trail camera pictures from the past 5 years and found that I had a lot of mature bucks moving late morning the week leading up to Halloween. I think Halloween week is a good week when a lot of bucks really start moving and creating scrapes. This year I'm going to try to sit longer a few mornings depending on the weather.

No. The rut happens the same time every year due to photoperiod. The biggest determinant on deer movement is temperature. If it's warm deer will move at night and hunters will ***** about how the rut is off that year.
