Fair question. I know something that is not the role of the US govt.........trying to micro manage the country or human behavior more precisely, by enacting laws that are more concerned with the "ends" as compared to the "means". The "means" to the end and principle (Constitutionally based) based laws are what we need. We don't need short term non principle centered laws that are more concerned with the "ends", ie: affirmative action. When a large federal government feels it's duty is to regulate every last bit of human behavior, we have lost. Our federal government should manage our international affairs and let our domestic economy take form however it shakes out via capitalism. Sorry I couldn't provide a list, just some rambling.

-To be silent partners in my business. In which they of course get the largest cut of said companys total earnings.

-Set up official senate committees to probe into the 'american past-time' of baseball to discover if any of its players used steroids.

-Bailout the banks when they get in trouble.

    -Tax

-Give 90% of the yearly funding it takes to run the United Nations.. but don't take seat as leader of UN.

-Make federal laws which regulate how much water a toilet can flush.

    -Tax

    -Pay its employees higher salaries.

    -Tax

-Aid in the creation of tax money to be spent on new football stadiums.

    -Crush state sovereignty.

Just a few off the top of my head. Oh wait... you said what 'IS' the role. My bad.:(

    "IS" meaning "should be"?
    Provide a military
    Deliver mail
Provide a few basic laws that DON'T infringe on personal freedoms, arbitrarily dictate commerce, or over regulate anything.
    Support states in building infrasturcture
Develop foreign diplomatic & trade policies that are in the best interest of its people

That's all for now, it's friday night, I don't feel like thinking too hard
