Voting is considered a right, and it is regulated- you have to register to vote. (At least everywhere but Cook County IL.) Conceptually that is pretty much the same as buying a license. If you illegally vote or otherwise break agreed upon social norms (i.e. commit a felony) that right can be suspended. Regardless, it's an interesting question... even in states where it is constitutionality codified as a right; I honestly can't think of right where the excercise therof is more highly regulated than hunting/fishing.
In the grand scheme of things the percentile of people living off the grid is very small. Yes I feel that it is their right to hunt for food, because they need to do to survive. If it was truly your "right " then it wouldn't be regulated. I think it is now a privilege, and regulated. if it were not, there would be little to zero deer population.
