Looking at the regs right now it don't seem like its just really OTC tag like some states. Only looks to be a few regions with left over tags. Sound about right???
Yep, it never has been OTC tags, everything is a draw for non-residents but there used to be leftover deer tags in the area around Gillette (I grew up there and live about 80 from there now). It is a general (OTC) tag for residents.
