You do not give them money without rules!. Rule one Bank accounts that are dedicated to medical needs , be it insurance or billed medical procedures/ deductibles Have these accounts tax free on intrest Make them have to have owner participant required. In otherwords owners have to contribute a certain realistic amount yearly 2,000. Checks are just foolish , get on line and watch the ppl you govern to realize this. Oh left this out.. When they've blown through their checks they then remain or become worse burdens on the system and responsible americans
