The problem with Ukraine is we have interests /assets there to keep a tab on Russia. My understanding is these 'interests' may be substantial and s but incestuous with their government and agencies. So, while I don't agree with giving them $ and equipment without condition, we have apparently had a stake there for a while and (unfortunately) I don't see us easily turning our backs on them or abandoning our 'interests'.
