Just so everyone is clear. If a country commits an unprovoked attack against another and kills say 1700 of its citizens, then the victim country only has the right to respond and kill the exact same amount of people that had been killed of theirs. The victim country must also listen to the international community and proceed with military operations that must satisfy all the requirements outlined by the non involved countries. Anything less and the victim country will be labeled as committing a genocide.
