I think it's a great idea. The biggest part of a vets duties when seeing a new client with mixed breed animals is to neuter and spay them. We are all basically mutts so these crazy mutts, cat, dog, rabbit or rat need to go to a vet immmediately. The parents of said should be required to do so as well in order to keep their populations down. Yes sir brilliant idea
