The problem is most definitely the Executive Branch. Do I think Congress should do some peripheral work on the INA? In theory, yes. Ban anchor babies, for one thing. But it doesn't make a damn bit of difference if they pass any bills or not when the Executive Branch overtly breaks and ignores the laws already on the books. So, until we have an Administration which actually fulfills its oath to faithfully execute the law, I would rather nothing new pass.
