Until the social stigma against treating mentally ill people with violent tendencies as not a potential threat goes away, until we get back to accepting that under very specific conditions of mental illness, it may be necessary to incarcerate people in mental institutions, not prisons, for their own safety and the safety of innocents, until their mental health can improve to being nonviolent, these incidents will continue. No amount of changing gun laws is going to fix that. A person who wants a gun to commit violent crimes will find a gun, legally or illegally.
in Straya every carriage with goods, esp overland trains, are checked by inspectors before leaving the terminal - carriage height checked, if it shows that cart is overloaded or possibly broken springs - she's unloaded & / or changed
How often are they brought into the yards and axle wheel integrity checked? What are the rules on miles run to being taken off line for a full crawl around inspection?
