Start knocking on doors Brett. Even a couple good 5 acre pieces can be so awesome knowing you can pull up/hunt without that crap. Piece of mind if you will.
Probably a good call. From how you describe their behavior it almost seems as if they were patrolling rather than hunting. I don't know any hunter that would not feel guilt for unknowingly getting too close to another hunter, let alone double back through the same area being pricks.

Figured as long as they are carrying a cross bow and one has a licence they couldn't get nabbed for Hunter harassment.
Coming back to this. Quoting VS but open to anyone to chime in. I'm not a public land hunter, hell never really had to scout my way in either. Still hunted but never set up on sign at first encounter. I've set up on sign, scrapes etc., but only after multiple confirmations. So when scouting in to set up, do you stop at the first best spot and see what happens or look around for different sign and choose? Talking a 100% foreign piece aside from map scouting.
