Lots of high tech equipment, science and training into that feat. I watched a couple of videos on sniper shooting and it is pretty interesting.
The variables to account for are overwhelming. Updrafts, winds over a 2+ mile distance, humidity, speed, gravity, humidity, earth rotation, 10 second flight time, stationary target... Plus the equipment, loads and gear. Heck, optics (or whatever) alone...for target acquisition. Incredible shot at any target for that distance.
I have enough trouble staying on target at 100 yds. It must be that darn earth rotation...I keep forgetting about that...LOL
Definitely a heck of a shot and one to be proud off, but at that distinct luck is a huge factor. Any marksman that is not full of himself would openly admit to that. As wl704 stated there are lots of variables that come into play. Skill is indeed a factor but I don't chalk it up to skill until it is consistently accomplished with the same results.

I watched a few sniper videos. One was with a smaller caliber with a suppressor at closer range and the other was with the m-50 and they were way out. The bad guys did't even know they were being shot at. A miss was re-doped by the spotter and usually the second or third shot was on target. Just amazing.
