New Bill proposed in Illinois?

    I read a post about this on another hunting site and wondered if anyone else had heard or read anything about it...

    SB3316

    Introduced 2/7/2012, by Sen. John O. Jones

    SYNOPSIS AS INTRODUCED: 520 ILCS 5/2.26 from Ch. 61, par. 2.26

    Amends the Wildlife Code. Provides that the Department of Natural Resources's rules concerning a "Deer Hunting Permit" shall provide that a hunter shall be issued an antlerless deer permit prior to the issuance of an antlered deer permit. Provides that a hunter must contact the Department and report to the Department the taking of 2 antlerless deer before a hunter may be issued a permit to take an antlered deer. Removes language concerning deer hunting permits that are issued as (i) a combination permit, (ii) a single antlerless-only permit, and (iii) a single either-sex permit.

    It's bill intro time in IL... expect to see a lot of strange ones proposed. I doubt SB3316 has much chance. (thankfully)
    It would skyrocket the imaginary doe harvest for sure.

    An even weirder one is HB5317.
    "Provides that the Department of Natural Resources shall establish
    an Asian carp pilot program to permit licensed individuals to shoot
    Asian carp with a shotgun off of a motorboat in the Illinois River
    beginning with the 2013 licensing year
    ."

    I can't imagine that passing either. Would be a whole new form of redneck fun tho'.

    Then again, this is the state that now requires a state-issued photo ID and your personal info logged just to purchase drain cleaner... so who knows. The state might want to protect us from drain cleaner but let us ride around in moving boats firing shotguns into the air on public waters.

    LOL Christine! That would be funny to watch a video of, but I wouldn't want to be on any river with a bunch of rednecks shooting shotguns in the water. When I looked up that bill number myself, I found something totally different tho. This is what I came up with...

    Synopsis As Introduced
    Amends the Public Community College Act. Allows a board of trustees of a community college district to enter into an agreement with an employer concerning an arrangement to provide new jobs training program services, including (1) new jobs training; (2) adult basic education and job-related instruction; (3) vocational and skill-assessment services and testing; (4) training facilities, equipment, materials, and supplies; and (5) on-the-job training. Requires the agreement to provide for program costs that may be paid from property taxes, tuition, student fees, or special charges. Allows the board to borrow money and issue and sell certificates payable from a sufficient portion of the future receipts of payments authorized by the agreement to provide funds for the present payment of the costs of a new jobs training program. Provides that the board shall, by resolution, provide for the assessment of an annual levy of a standby tax upon all taxable property within the community college district to further secure the payment of the certificates.

    I don't know where ppl come up with this craziness

    About the carp shooting... it really would go over really well (not just with the rednecks... but redneck wannabees!) ;) But a section of the river would need to be closed off to other boat traffic. Boats would have to be rigged to keep the muzzle pointed in relatively safe direction... etc.. because the fish will hit the shooters and guns WILL be dropped.
    Unless it came with big fees, I can't see the cash-strapped DNR trying to wrangle that mess.

    Asian Carp are a big problem here in Nebraska, That would be awesome if they passed a bill like that here!

    The IDNR does not support it so that will help kill it. I really don't expect it to pass.

    Meanwhile... HB5167 has been introduced. It will put an additional tax on ammuntion sold in IL.
    Also, HB5831 has been introduced, it will require all handguns in the state to be registered. These are in addition to the previously introduced bills to ban semi-auto weapons, .50 caliber guns and ammo and the felony failure to report a weapon stolen in 72 hours bill.

    Holy Cow! These people sure do keep busy with bullsh!t bills. Maybe they should focus on something useful like creating jobs, feeding the hungry, paying our schools the money they need to properly educate our children, or some other good thing. And to think, my tax dollars help pay these jerks' salaries :'(
