My girlfriend bought a mission menace for $260 all set up a few months back. You can turn the poundage down to around 17lbs up to around 50lbs I believe. It was very easy to adjust poundage and draw length. I stole it for a weekend and took my 8 year old brother out shooting it was very easy for him to shoot. If you want a bow with a little more poundage, you could check out the craze too.

Mission menace, it has plenty of adjustment for growth.

I would absolutely look at the Diamond Razor Edge. I purchased one for both of my daughters and my girlfriend. Super easy to adjust without a bowpress. Comes in two different limb weights and a great price for hte entire package. And lets not forget that Bowtech/Diamond have super customer service. I am already planning on purchasing a few more of them for my girlfriends daughters.

If your looking into just a shoot around bow and they have the NASP progrm in there schools like around here, Look into a Mathews Gennises. Fits all bow, anyone can shoot it. And this is the bow they use in the archery programs here.
