If he is just starting, I would suggest you look on Craigslist and local ads. Pick up a used bow cheap and see if he really likes it. He can always upgrade into a high end bow if he falls in love with the sport, like most of us have. I began, more than a few year ago, with a Fred Bear cheapo, bottom end bow and just shot all summer. By about 2 months before season, I went and got myself a Bowtech and have been a bowhunter since.
I usually say to look at the Mission line being a Mathews fan but the Diamond Infinity Edge is a great starter bow. Draw weight from 5-70lbs and 13-30" draw lengths it will fit any shooter. And with that range if he does decide to upgrade down the road it is always an easy sell. For $379 fully setup it really is a great deal.
my best advice is to go to a local pro shop and shoot all the bows in your price range and which one feels the best is the one you should shoot. I like Mathews bows but that is me...I just love the single cam bows...can't wait to shoot the new no cam HTR. The reason I say go to a pro shop is they only do archery and will stand by you and their products. I have found they save you money in the long run. Good luck and enjoy. BHOD Baby!
I have had good luck with Bear bows. They seem to have a bow for every price point. I've shot most of them and have liked every one. The Bear Encounter is a pretty solid bow at a good point. Buying used may be the way to go until it becomes clear he'll be sticking with the sport.
All sorts of reviews on youtube. For recurve, with the research I've done, I would choose the Samik Sage.
