It's under "Additional Options" when you are in post editing/creation window. There is a checkbox to create a poll with a set number of options (using a dropdown box). After you create the post, you will be taken to a poll creation page where you can enter the poll title, and label the choices (as well as set the duration, making it private/public, allowing multiple votes, etc).
