minimum draw weight in OK is #30 for compound bow. Explain to him (and hopefully he'll follow the rules and limits of an ethical shot (distance, target orientation) and there is no reason he shouldn't hunt. I assume you'll be with him to be able to coach him this year, now?
That is more then plenty to make a ethical kill. Limit shots to 20 and under. You know your son better then anyone else. I'd say the bow being the least determining factor if he is ready or not.
I will be with him in the stand, KS has no min draw weight which is why I am leaning on y'all some to see if he has enough. He is shooting fixed blade heads, and is very accurate to 15 yards. I will not be allowing him to take a shot beyond 15 yards. This is for the reason of his bow not being at 40# yet, his accuracy is amazing 15>, and because I want him to work on being invisible to the deer when they are close in.
Get the little guy out there! Tennessee has no minimum draw weight either. Like others have suggested, limit his distance and use a super sharp 2 Blade cut on contact head like a Magnus Stinger or such. I would also consider beefing up his point weight as much as possible. What a lot of people don't realize, is people have been killing them with long bows and recurves for years and a 35lb draw weight compound will be faster. Remember guys, taking your kids bowhunting isn't all about them killing a deer. It's more about quality time with them and the life lessons that come from bowhunting. Get that young man in the woods this year and make it fun for him!

Can it be done, yes. But I think you're asking for an arrow stuck deer that is never found, not the best way to start his bow career. My boys would have to be stone cold killers behind a rifle before I would give them the go ahead with a 30# bow at 11yo. But that's just me. Good luck to both of you either way.
My son has had a complete passthrough with a 38# @24" draw length bow. Although he is on the extreme low end, it will get the job done. Most everything has been covered, keep yardage short, cut on contact heads but I will point out something else. Feathers will stabilize those slow flying arrows better than any vane. Slow arrows need all they can get as well as higher FOC. Plus feathers don't hang up like vanes do. I'm also not a fan of a rest that robs any energy as it is at a premium already.
