Would not think so, depends ultimately if the camera is on private property. I would check local laws because the law could differ state to state.

As long as the camera is on your property and you aren't trespassing to check it, the only thing that applies is your states voyeurism laws. Different in each state. I'd suggest you read up on it for your state specifically. The same stuff applies to the use of drones, airspace is public but if I'm filming in the windows of your house voyeurism laws apply.
It seems to have more to do with purpose. I would think it is much that same as security cameras. if you have one covering your back door but is also pointing into your neighbors yard, you are probably OK. If you setup and are only filming your neighbor you are probably in the wrong.
Better check your local laws via your county attorney. Law enforcement uses private cameras all the time to identify people with criminal intent, auto accidents, etc.

If the cam is on your property then it doesn’t matter where it’s pointed. There’s no expectation of privacy if your neighbor has their window/shades open. The press does that all the time and can use hearing amplification devices to hear conversations a long ways away. *Check your local laws*
