They are trying to amend a high capacity magazine ban this week also, the Governor flew in some Newtown parents on our tax dime to sway votes.
Looks like the concealed carry bill is all but set. It's not the greatest thing out there, but it does have shall issue and preemption state wide. All current Chicago/Cook county ordinances, bans, permits and registration will be gone upon signing into law. Has a lot of restrictions for where one can carry but essentially makes your car your home so you can still carry while inside it in restricted areas. Training is ridiculous at 16 hours, and $150 for the permit($300 for nonresident). No word on the mag ban or any other gun control efforts. I don't need a document or person to tell me whether or not I have the right to protect my freedom, my family, or myself from any entity or person, period. Any state or governing body can pass whatever they want, my gun law is stated above and shall not be infringed.

I don't know what to think about the new bill that looks like is goin to be passed. It still looks like we gave everything we said we wouldn't and the trade off is they drop the mag/awb bans in Chicago. Seeing as those two things are still on the table and is brought up every time you turn around its not that important really. If it gets pit through statewide then this bill is complete crap. The training is ridiculous and the fee isn't much better. Especially is they make the trwining a outrages amount, which they will. There was recently a nra pistol instructors class near where I live and it was two days, not sure how many hours but probably close to the 16, and it was around $350. I would imagine we will be at least if not more than that. Like said I'm not sure what to think about it, I did read that Todd V (not even gonna attempt to spell ha) from the NRA is pretty disappointed with the outcome of this bill. But who knows haveta see what happens.
It will pass if Madigan "gives up " the votes I know a state Rep..........the last vote would have passed except Madigan wasn't ready to let it so he "pulled" some "no" votes off others
Madigan is behind this one and he had a hand in writing it. Somehow he prevented the senate bill thats floating around from getting the needed votes, I'm guessing so he could say he was part of the Phelps bill and wants his name on whatever law comes out of all this.
All indications are this will be passed in the Hiuse today and sent back to the senate. Senate isn't expected to vote on it until next week. They're not allowed to modify it in any way, it will be a vote yes or no and if it passes sent to Quinn for signature. Whether he vetoes it or not is up in the air, split about 50/50 among people, but a few of the more in the know people don't feel he will due to time constraints and budget/pension reform needing resolved. The ride is almost over, kinda feels like we rode for the first 995 miles and now we'll be required to walk the final 5. It's not the perfect bill, but Quinn, Emanuel and Garry McCarthy hate it. That makes it a little but sweeter in my eyes.
Just read the entire bill. Looks very similar to NY in many ways. I like that they are going to try and complete app reviews in 90 days, but there are no teeth in there that I can see if they go past 90 days other than you can appeal which basically means nothing. NY takes 6-18 months depending on county you live in for reference, so if IL can really get these done in 90 days that's pretty good IMHO. The real downsides I see are that there are waaaaay too many areas you can't carry. Basically any publicly owned property for the most part. Anyone that commutes on public transportation. How are you supposed to know if a restaurant makes 50% of their revenue from serving alcohol, do these privately owned establishments have to disclose that now if asked? What if they previously sold 49%, but now 51%, do you need to ask them every time you visit their establishment? Too much gray area around this type of stuff and it's a legal nightmare to enforce or be aware of if you want to stay on the right side of the law. The other area I don't like is the $$$ and time associated with the training program. The shooting test is pretty standard, that's what NY uses and it was adopted because thats the same shooting test our State Police must pass themselves. That's OK IMHO, but how do you fill the other 15.5 hours? In the course I just took and passed in NY to get my permit restrictions removed we reviewed the entire state penal law, what to know about handguns for dummies, and had a 50 question test (85% required to pass) and completed the whole thing within 4 hours. I'm not sure what exactly you can do for 16 hours in there. It should take 4-8 hours to demonstrate that your able to shoot the same test at one of the largest state police organizations in the country and then get instruction then pass a written test showing that you understand the state penal law. Overall, it's a great start. They will give me credit for my NY training which is good too. Hopefully if/when I end up in IL I can get this process started and over with quickly.
It passed by a vote of 85Y 30N and 1NV It is now onto the senate. Madigan actually spoke in support of the bill. Admitted that he sabotaged the vote on the previous shall issue/preemptive bill HB997 by working against it. said that he allowed the anti gun crowd to let a bill with their language go to the floor for debate and allowed a vote on it. It got 31 votes of the 60 needed. The next day he let the pro gun crowd debate their version of a bill and let it go to vote. He admitted to working against this bill and it got only 64 of the 71 votes needed, he said that with his efforts against it he was able to drop votes from what the bill sponsors stated they had secured 75. Even in a win this is plagued with corruption, too much power in one mans control and uncertainty of what the future holds and whether there were any backdoor trade-offs yet to be seen.
This is the biggest problem I have with the whole process. One person should npt have that much power in what goes on in any goverment. Regardless of what he said, its all about politics, if this works anx nothing bad happens he can say I did a good job. If something happens and ppl start to question it he can go in and make it worse because its only because of him it passed in first place. None of these 20 something votes that appeared since last time suddenly changed their mind and think its ok to have ccw. They voted yes because they were told to by one man and are hoping for the worst. I still don't believe this is end of it, something will come up and this "victory" will be for nothimg. Meaning mag ban or awb, but this time it won't be jus a city amd county it will be statewide. And you still haveta be approved by these extremely anti 2nd amendment before you'll be able to get a permit.
Looks like they are still playing games. The Senate now wante to amend their bill to add some things from the house bill but add in some more restrictive stuff as well. I read something the other day, wish could remember what it was I'd post it, but it basically said Madigan got the votes from the chicago ppl on the house bill because they wanted both bills to bounce around in the two houses knowing neither would pass both. This would cause the June 9th deadline to pass and allow everywhere to make they're own laws and Chicago would be able to keep the mag and awb ban while making ccw very strict as well. Supposedly that's what the Senate pres and governor want. Idk it doesn't look like its over yet, wish I could remember the article I read. Believe it was from Tribune or fox/abc Chicago. I'll try and find it to post.
Two days left before a special session would need to be called, all bills at that point will take a supermajority to pass. Would make bad bills easier to kill, but also good bills harder to pass. I don't think they'll let it reach that point, should be fast and furious(no pun intended) to end the week. The House reps already compromised within their own chamber to water down what once was a clean bill to the current statewide preemption in SB2193. Senate has all but killed it in hopes of HB183 being their flagship but it appears to be dead on arrival should it get passed back to the House. So now the compromise of the compromised bill is being written between the House and the Senate. Conflicting reports on how it's going, but with back room politics in IL we won't know anything until it hits committee or the floor for the vote. Pretty much out of our hands now, kinda feel like it always has been anyway. Senate and House both have start times set for 11am. Get your popcorn and rolaids ready, the haunted coaster rolls on.
I still dont think they want to pass anything. Both houses have the bill they want and want nothing to do with the other. Chicago wants nothing unless they are able to restrict it how they want, the long "cliff" back up legislation they apparently have had since beginning of May proves this even further. While I agree it sucks that it can't be the same statewide, I've said for a long time Chicago doesn't want to give up the stricter gun laws theu already have and putting the preemption into the house bill that would nulify that pretty much killed that bill. Sad to say bit they don't want to be apart of the rest of the state jus like many of us outside don't want them. I don't get how nobody has seen that through this whole process. Even if the deadline does hit I don't think it will be as big of a mess as everyone thinks there are several like minded counties throughout the state that will bunch up and have same restrictions. Idk tho guess we'll see maybe I'm wrong but I haven't seen anything to belive otherwise. Were already standing behind a bill thats pretty similar to one we were opposed to month or so back. All I got is good luck to everyone who tries to get permit, I'm not even sure I want to anymore. The same handgun that been under my truck seat will continue to be there regardless and if I'm somewhere it needs to be closer it will be. Got the mentality of better to be judged by twelve than carried by six long before this all came about and that won't be changed through this process.
Apparently the new amendment sounds decent. Still hasn't been filed but hearing not much was conceded. Today is going to be a long day
