Wet birds are typically more quiet. In a good rain, look for birds to head to fields. I've heard they go to fields because they cannot hear well in the rain, so they like to be in the open where they can see predators approaching. After a good rain they like to be in the fields to dry out. I'd have a couple hen decoys out in front of me. Do intermittent soft calls with a loud call every once in a while. If you can manage to catch a thunderstorm, it can be a lot of fun. Toms gobble every time it thunders! Be careful.
