That's exactly what I am saying. They had it covered with big cabinets and book cases when I looked at the place and when the inspector was there. I looked for damage and couldn't find any. They clearly knew then and hid it. By claiming they didn't know, they are already indicating that they have no intentions on paying to repair it it seems... Good luck man, hope you can come to a resolution without a long drawn out battle. Definitely a damper on the good feeling of just getting moved in I'm sure.

Iowa Code 558A.4.2 - Sellors must fill out a disclosure statement COMPLETELY AND ACCURATELY to the best of their knowledge. Them cutting out segments of wall and painting the cement were attempts to repair. This makes their disclosure a fraudulent act. Take photos copies, a copy of their disclosure statement and estimates on the cost to repair to their realtor let them know if it has to be escalated, the amount will go up to cover attorney and court costs. If no resolution, take it to a lawyer.
Can you see any cracks in the walls or is it all drywalled? You definately have a disclosure issue here. I'd be on the phone ASAP.

The only true fix for stuff like that is to dig down from the outside of the foundation and seal it. So that can be expensive and labor intensive. I hope this all works out for you.
This is not necessarily true .... grind and re-point with hydraulic cement works MOST of the time.... now there may be water pressure issues as well ...I am totally speaking thru experience here, unfortunately
