They have to answer to the big guy, if someone ask for my guidance on this above topic, I would do my best to steer them in the right direction. If they still followed through with it, it was their choice and they will have to answer for it.
That's with anything in life, but to take a life is to take a life. If I chose to take a life, I am not only responsible in the afterlife for my actions, I'm also responsible in the here and now present time. Meaning, I go to prison for taking a life. To vote in support of such an act, or just as bad to vote "present" instead of against it is pretty despicable in my opinion.
The tax payers do. And this is because the government stepped in and told Private hospitals they had to. If you don't have health insurance and you go into a hospital and get treated, you should get a bill. If you don't have money to pay that bill and the government (the tax payers) have to, they you should have to work community service at your current hourly wage or if you don't have a job minimum wage until the debt is paid. But there is no accountability. I'll admit, my biggest issue is that I don't like the government telling me what I have to buy by law. I had this same conversation when they mandated car insurance. I've always carried car insurance. I always will, but the Federal government should not get involved. There is something you can buy called UN-insured motorist. It protects you from dead beats. Again, that should be my decision.
Here is where take a giant leap, I am not voting for or against any act. I am voting for the persons involved to make their own choice.

Yet everyone needs healthcare at some point, if everyone drove like me they would not need insurance.
It's not different because it's another thing that is mandated by the federal government when it shouldn't be. But it is different that not everyone has to own a car and drive and I do also agree that driving is a privilege, not a right. But I wasn't saying it was exactly the same, I was referring to my past conversations about government mandated insurance (before obama care was even though of).
So who is in the business of telling me what I need? The Government knows what's best for me and my family right? They are looking out for my best interests? why can't I decide for myself what I want and who I want to buy from? Why do I need the Federal Gov to tell me? I don't. and neither do you i hope. I would imagine you would make good decisions regardless of the "law". All others should face the penalties of bad decisions, not reap the benefits of our good ones.

The person involve, by the mother you mean. Where's the child's voice? Who is representing them? That's the issue.
The problem with this is Obamacare mandated that states raise the minimum income level for Medicaid eligibility. Those on state Medicaid receive healthcare at the expense of the tax payers of that state. In Iowa, the Governor refused to abide by this and the programs for the indigent people of this state will not receive as much federally subsidized funds because of this. These are the biggest abusers of using the ER as a doctor's office.
