The raffle and the celebrity hunt is actually a fund raiser for the Illinois Conservation Foundation. The ICF is a 501 (c) (3) non profit group that is staffed by folks appointed by the IDNR and politicians but it is a separate entity from the IDNR. Sorta. Kinda. I think it was created so that it could take private donations and government grants for IDNR projects and not worry that it's funds would be raided by the governor. (This has happened to the IDNR) So you signing up for the hunt?
