So my wife decided to give me more work for the farm and start a food plot, to which I do happily agreed. I purchased a soil test kit from whitetail institute. My only downfall is I don't have access I machinery so my plot/ work area might be limited. Are there any resources or anybody have tips on how to get rid of brush hogged wheat and other stuff and start the plot process?

:) All our plots save one have been done with lawn mower, hand sprayer, rear tine tiller, chainsaw, rakes and shovels and A WHOLE LOT OF ELBOW GREASE. Spray kill everything...mow after that as that will be easier...then till or disc whichever you have access to, spray kill a second time after dormant seeds germinate, can drag or rake clean the second kill off debris and then your ready to plant. BUT THE PIVOTAL PART IS SOIL TEST AT ANY POINT PRIOR TO PLANTING and apply proper amount of lime and fertilizer that directs you to use. Not sure how much the soil test kit from WI is but a lot of times it's just as cost effective or even more so to just have a local garden center do them (and they are experienced...dare I say professionals).

If you have a lot of debris left over maybe you can do a controlled burn to clean off the rest? Might have to check on the local laws and all but would be a good way to clean it up and make for a good plot to start with.

Would anybody know the name for burning crops? Scientific name I guess. Can't seem to find anything online about the laws of it. I would like to get started on getting rid of it this weekend

May have to call your local fire department or township fire department. They'd be the ones that could fill you in on the legalities of it.

Spraying of Round-Up/brush killer? Wait a week or two to let the stuff die to the roots and then clean it up and start working the ground.
