It differs in different states, best thing to do would be to call the wildlife management association for your state and talk to them about their laws and regulations on it. Or just do it and don't get caught, but I would go with the first one myself.
I just put out Monster Raxx for the first time. I've usually just used trace mineral from TSC, but thought I'd give this a try. I just added it to my old trace mineral site. The deer won't need to find it, they've been tearing it up already.

I get that also, except with gray fox. I think they are attracted to the scent of the other animals and fresh earth so they come in and mark it. Nice pics op.
The fox peeing there doesn't seem to bother the deer judging by the other pics. Maybe he was using the stump before the mineral site was established?
