the average age of a girl's first menstral cycle has dropped by a few years over the past several decades. I think its down to 13 (or lower) where it used to be 15. But then, in the words of David Wooderson, "That's what I love about these high school girls, man. I get older, they stay the same age."
My belief is it's parent's who want their kid, in this case daughter, to stand out and be the most popular in school. So some not only condone but actually promote them to wear clothing you normally would only see older girls wearing, more revealing clothing, make-up, etc.. Some think that being a kid's best friend is the way to raise them instead of being a parent.
There may actually be something to this. Purely anecdotally: My kids eat organic beef and chicken (raised on my family farm) and wild game. They also do not like (and consequently don't consume much) milk. Neither of my girls are developing nearly as quickly as most of the same aged girls on my track and cross country teams.
