    The thing is your area does not have the equipment to clear it, the other thing people do not have the right tires to drive in snow, those newer sedans all have the harder rubber tires and they are horrible in snow.

    Yup.

    Doesn't make sense to incur costs of equipment, training and labor when you get a bit of weather every few years. And with it usually gone in 24-72 hrs it's really a minor inconvenience...
