Purchase a blade and cut the vanes off. Then scrape as much glue off as possible without cutting into the shaft. Then I use acetone on a rag to clean up the shaft. That should be it.

Yes acetone will clean up the old crest and glue well. Soak a paper towel/rag, wrap it around the arrow and hold it for about 10 seconds and then twist it a few times and most of the old paint should come off. When you are scraping the old fletching glue off be sure to remove the nock first(so you dont damage it) and be sure not to gouge the shaft if you are using carbon. The make glue removal tools. I just use a flimsy razor with a v-notch in it.

I use a tool called a zip strip that was designed just for this purpose, removing old vanes and the glue and I'm very happy with it. It removes the vanes and also the glue, I finish up with rubbing alcohol and a napkin.
