I'm taking a guess here that since they say "Partial" remains..... it's things like a leg or flesh or something unrecognizable. They said burned parts that they couldn't do DNA on. That can happen in war. We put the crew of my platoon sgt and him in a C ration case. Just chunks of meat from 5 people. We have something like 2500 missing in Vietnam. Probably all dead.... and they aren't getting a funeral either. I would have hoped they wouldn't have dumbed cremated body parts in a landfill but you can't take up a grave space for a foot of unknown nature. You could find a betterr space than a landfill though.

The colonel and two civilians should face criminal charges. There was an incident a few years ago of a funeral director doing the same thing down south. He ended up in prison for the ordeal and these people are no better.

However, in the military there are joint regs covering the proper disposal of body parts and taking them to the local landfill is NOT part of that. Even disassociated parts are to be photographed, tissue samples removed for DNA testing and then the disassociated body part is to be interred. Internment shall be in a grave or burial at sea.
