I would not be suprised if this is more of an invitation for both countries to learn from each other regarding anti-terorrism techniques. I think we stand a lot to learn from Russia in that aspect. If this turned out to be more of a large scale Russian police presence in major cities, that would be a whole other thing, but that's not going to happen.
