That cat is well out of the bag, you stand a better chance of finding a cure for CWD than you do eliminating high fence operations.
Do these operations get fined when a case is linked to their outfit? I think it would be a fair fine of 10xtheir highest trophy fee or $250k whichever is higher per case or eradicate their entire herd. It's sad that this is continuing to be a problem and so far the answers have been to put further restrictions on deer hunters and try to wipe out the natural population.
Where did the deer inside the fence get CWD from? Its not like they went and found sick deer to bring into the controlled herd. It can develop inside a fence our outside of them. Good thing they are not chickens or they would have to destroy the entire herd.
Couple of things the farmer does not want the CWD any more than a hunter in the area does, matter of fact the farmer has higher stakes with $ invested into breeding stock. As far as wiping out the natural population in the area, it seems the most effective cure at this time, similar to the cure for blindness is still a seeing eye dog in this day an age we just don't have an effective way to diagnose and treat a wild game population.
I'm sure there are all kinds of diseases inside of poultry farms as well. Just like there are with cattle and mad cow disease etcetra. Maybe the herd eradication was a bit much, but the penalty should be stiff when they are liable for spreading it to the wild herd. As you said, wild deer get it on their own, but a lot of cases anymore are due to farming operations. If deer escape, well they shouldn't be able to to begin with so it's a moot point. Just saying the punishment should be severe to where it is the highest priority to not only contain it but test regularly and report it.
