What else would you do before plowing it? By "plow" do you mean disk or moldboard plow (actually plowing)?
Depends on what your using. If you got a good heavy disc you should be good to go. My neighbor just disced a 3 acre field for me today that wasn't sprayed and has foot tall grass. He ran one direction and cut it deep. Going to let the grass start to die off and he's coming back over the weekend to disc the other direction and then probably once more next week sometime to finish it off. This is the opposite of what you should normally do but it works, just need more passes and time in between to let the grass die. The disc he's using is extremely heavy so it's getting down 8-10 inches deep. You can till up anything, just going to require more passes is all lol

You should be good to go unless you have a really really light disk. Letting it die down first from the spray won't gain much where you cut it that short, the dead thatch is what is hard to work up just because it's so fibrous. You could burn that off as far as that goes.
It all depends on where he is at. I don't plant the majority of my stuff until the first week of Sept. for s. Indiana
