What are the best pants or bibs that arent too thick and allow good mobility for 20-30 degree weather under $100?

You would be better off purchasing a couple insulating layers (such as merino wool or fleece) rather than an insulated shell. With the layers you can mix and match throughout the season to stay warm on stand.

The key to warmth while stationary in the cold is layers, not a bulky shell.

If you are stuck on wanting a shell. The cabelas windstopper berber fleece is warm and under $100.
