Apple and Weston both have a 5k RPM saw for just a few bucks over your budget. Make sure you hook up some sort of vacuum system as carbon dust can be deadly stuff.

Cant post the link from my phone but check the Archery tackle section in the classifieds. Buckeye a bh.com Pro Staffer has an Apple saw for sale at $120 including shipping! Great deal and you wont have any issues dealing with him. He is a great guy.

You can make your own. Get a table grinder. You can find cheap ones at harbor freight. Buy a couple cut off wheels. A long table clamp mount both to a board. Get a squaring tool and enjoy
