I manage supervised apartments for the developmentally disabled ... the neighbor next door takes video alot of things he doesnt like ... today for example, one of the individuals is playing basketball ... she plays alot, and he is taping her. I asked him why he was doing that and he said its annoying ... he has taped firedrills and once he taped a staff washing her car. The guy is a creep ... thoughts?
I would start videoing him too. Maybe even let the residents learn how to video and, when he is taping them, give them a recorder and let them video him.
Yeah, that is some sketchy behavior. Does he only record women? Are they attractive? There is a decent chance this guy has dolls made of human hair.

Is he tresspassing or doing it from his yard? I don't know if its illegal to video someone w/o permission, but it is odd.
He is taping the chick playing basketball because it is annoying? Is he compiling these tapes for some formal complaint or something? Call the cops and say that some of your tenants are complaining of a perv taping them while they are outside. This would baffle me. People are so strange.

Like said before, call the cops and get their advice. At least then it's documented that you addressed the concern. If you do nothing and he ends up being some kind of wackjob, you will at least have a clear conscious.
buy everyone at the apts a camcorder of their own and tell them the one who gets the best video of the annoying neighbor gets a prize!
Send a half-naked under-age person out while he is recording and then report him for manufacturing child pornography. I bet he will even get a new address out of the deal. Problem solved.
Check your local sexual predators list, they have to register, if you don't see his name have the cops do a background to see if he is in violation as a non registered pervert.
The guy video tapes a lot. You guys love YouTube a lot. I find this kind of ironic you guys are complaining and on a witch hunt.
