My guess is that photo came from an urban coyote research project in Chicago where they live trap, collar, and release on site to track movements and get home range data to learn how coyotes are thriving in the urban landscape. Here's a link to their website

Well, this has been an enlightening thread!

From my point of view this thread highlights much of what has gone wrong with game management in our country. At one time, we were decimating our species and we (hunters) stepped back and recognized that we needed a change. Our game management has been based upon the North American Model of Wildlife Conservation, simple and brilliant in its design. It created a level playing field to ensure that hunting wouldn't be reserved for the elite, that our game species belonged to all and they would be managed by science. Being managed by science is the sticking point anymore, we have moved away from this and now it means being managed by political science. As much as I love to point the finger at the antis out there for causing this, we too must share some of the blame. Every time we have some predator killing and eating "our elk, deer, turkey, or even fish", we get enraged and demand that the seasons be opened to take care of these "pests". For every nauseating quote I see from some bunny hugger claiming, "the such-and-such is a cute, harmless animal that shouldn't be harmed"; I see the counter quote from our ranks with the equally nauseating, "kill them all!"

I think Pandora's box has been opened too long to shut it now; if we relied solely on science and maintained that throughout there would be times when the bunny huggers were happy and times that we were happy. Nope, anymore our game management is done completely through political science and courts...which only breeds more of the same. Unfortunately I don't see this ever getting any better, something we are being forced to live with.
