    I think he is referring to this, I think when you added the update you forgot to update your rules:

    Going forward, you are eligible to win ONE monthly contest PER YEAR. You are welcome to continue to submit pictures, but you will not be chosen in the final 10 of each month after winning your first contest. You will still be eligible for the annual drawing during that calendar year, however.

    Yep, there's one in every crowd. :)

    As for the rule change, it was never officially enacted due to a low participation rate in the past year.

    We, will, however, enact the rule from here forward.

    If participation continues to dwindle, we will address that issue again in the future.
