No, he knew as well as the scientists and media that it would run its course regardless of what measures were took. The key difference between now and then is who is in control of the government and why. Now that Biden is president and Trump is out, it is OK to start letting the cat out of the bag that the past year was all for not and we would be here regardless of what measures we took or who ordered them. Remember we were placed under all of these restrictions because modeling data stated the US would see 1-2 million deaths in this country alone by years end. I do not think that modeling data entailed states lying about cause of death and making them virus fatalities either, so it very well could have been 3-4 million.
