Cyclical yes. Bad economic policy or other macro economic conditions can contribute to either. Housing bubbles are generally domestic (amidst global economic conditions) and to a lessor extent may be regional... But the trend of millennials to not buy homes, especially when rates are at record low... Well that contributes, along with material costs and rising labor costs, to the bubbles.
