Did you try this place? https://www.facebook.com/waltonparkarchery/

I grew up near Chatham and we just go out in the backyard. If you live in the city also try calling the local Game Warden and ask if its permissible to go shoot on public land. If you can hunt there they shouldn't have an issue with you setting up and shooting. Just have to lug your own stuff around. Worth the call for sure.

If you don't mind a drive towards Roanoke I know there are a few places here. One is called Shenandoah I believe. I don't go to any of them but have friends that do

You could always find a Ranger's office close to you and go check if they would know.

    I got a response from DGIF :

    Here it is:

    Craig,
It it permissible to shoot your bow on public land that allows hunting as long as the target is placed in a safe location and the shooting direction is adhering to all safety protocols regarding shooting the bow. If this is our DGIF public wildlife management areas, you would be fine to practice your archery skills there. If the public land that you are referring to is community or regional park, you would have to check those local ordinances.
Since you mentioned the Lynchburg area, I know the Lynchburg Parks and Recreation offers archery programming and you might want to check with them. Also, Liberty University has a 3D course on their property.
    Hope this helps!

VA has an archery association VBA Virginia Bowhunter Association they have a magazine and list all the clubs and 3D shoots. Some of them are hooked up with IWLA and have a range on the property Hope this helps
